About This Release

2022-2023 Statistical Report Updates

Updates to ATIPXpress for v11.6.0 centered on Statistical Reports. Our Statistical Report now adheres to the guidelines in the government of Canada’s Access to Information and Privacy Statistical Report for 2022-23. See the ATIA Statistical Report Updates and PA Statistical Report Updates sections for details on all the changes made to meet the latest guidelines.

Additionally, we’ve made a few application changes to support updates to the Statistical Report, as detailed below.

Request Received Mode Now Mandatory

We’ve made the Request Received Mode field mandatory when creating a new request. Data from this field can be used in the Statistical Report.

Reviewed/Released Page Labels

We’ve updated label text for Number of Pages Released and Number of Pages Reviewed based on the selected Release Format in the Closed Details section of the Close Request page.

Edit Request and Close Request Field Changes

We’ve made field changes to allow for more specific data entry in the Sent to Information Commissioner section of a Complaint on the Edit Request and Close Request screens. You now have the option to add both the Initial Response Date and the Final Response Date. The original Response Date field has been removed. For any Complaints created before this change, data entered into the Response Date field will populate in the Final Response Date field.

About This Release

On the Close Request screen, we also added three new Section 37 checkboxes for Report Received, Recommendations, and Orders for initial responses.

ATIA Statistical Report Updates

The following changes apply to reports for applications using the Access to Information Act (ATIA) act type.

Subsection 1.1: Number of requests

We added a new row to the Number of requests received table, Outstanding from more than one reporting period. The Carried over to next reporting period amount is now split between Carried over within legislated timeline and Carried over beyond legislated timeline.

Subsection 1.3: Channels of requests

We added a new subsection, 1.3: Channels of requests which identifies the number of requests made for each source, i.e. email, online, or phone.

Section 2: Informal requests

The existing Subsection 1.3 has been changed to Section 2. It covers Informal Requests including number, channels, and completion time of informal requests, as well as pages released informally. Plus, a new Subsection 2.5 for Pages re-released informally has been created.

Subsection 4.1: Disposition and completion time

We added a new row for Declined to act with the approval of the Information Commissioner to the table in this subsection.

Subsection 4.5: Complexity

We’ve also updated the following subsection titles:

  • Subsection 4.5.1: Relevant pages processed and disclosed for paper and e-record formats

  • Subsection 4.5.2: Relevant pages processed and disclosed for paper and e-record formats by size of requests. This subsection also has a new row: Declined to act with the approval of the Information Commissioner.

We’ve added the following new subsections to Section 4:

  • Subsection 4.5.3: Relevant minutes processed and disclosed for audio formats

  • Subsection 4.5.4: Relevant minutes processed per request disposition for audio formats by size of requests

  • Subsection 4.5.5: Relevant minutes processed and disclosed for video formats

  • Subsection 4.5.6: Relevant minutes processed per request disposition for video formats by size of requests

The existing Subsection 3.5.3 is now Subsection 4.5.7: Other complexities. We’ve added a new row for Declined to act with the approval of the Information Commissioner and removed the Assessment of Fee column.

Subsection 4.6.1: Requests closed within legislated timelines

We removed the Requests closed within legislated timelines title row from the table in this subsection.

ATIA Statistical Report Updates

Subsection 4.2: Length of extensions

We removed the 16.31 redaction code column from the table in this subsection.

Section 6: Fees

We’ve added two additional columns for the Fees table, Fee Waived and Fee Refunded.

Subsection 7.1: Consultations received from other Government of Canada institutions and other organizations

We’ve added two additional rows for Carried over within negotiated timelines and Carried over beyond negotiated timelines.

Subsection 7.3: Recommendations and completion time for consultations received from other organizations outside the Government of Canada

Subsection 7.3 is now labeled Recommendations and completion time for consultations received from other organizations outside the Government of Canada.

Section 9: Investigations and Reports of finding

Section 9 has been split into 2 subsections, 9.1: Investigations and 9.2: Investigations and Reports of finding.

Subsection 10.2: Court actions on third party notifications under paragraph 28(1)(b)

We’ve added a new subsection 10.2: Court actions on third party notifications under paragraph 28(1)(b). Sections 41 and 42 are no longer reflected in the report; only Section 44 – under paragraph 28(1)(b) is included in the new subsection.

Section 11: Resources Related to the Access to Information Act

Subsection 11.1 is now titled Allocated Costs.

PA Statistical Report Updates

The following changes apply to reports for applications using the Privacy Act (PA) act type.

Section 1.1: Number of requests

We added a new row to the Number of requests received table, Outstanding from more than one reporting period. The Carried over to next reporting period amount is now split between Carried over within legislated timeline and Carried over beyond legislated timeline.

Subsection 7.3 is now labeled Recommendations and completion time for consultations received from other organizations outside the Government of Canada.

Subsection 10.1: Privacy Impact Assessments

We’ve added a new row for Number of PIA(s) Modified. This field is available when the Privacy Act is selected as the Act Type.

Subsection 10.2: Institution-specific and Central Personal Information Banks

At the Statistical Report parameters screen, you can now enter counts for Active, Created, Terminated, and Modified for Institution-Specific and Central PIBs. This data will be displayed in section 10.2 of the report.

Section 11: Privacy Breaches

Section 11 has been split into 2 subsections, 11.1: Material Privacy Breaches reported and 11.2:

Non-Material Privacy Breaches.
