1.1 Configurable CAPTCHA for Investigation Hotline Portal

A new configuration option has been introduced to control whether CAPTCHA verification is displayed on the Investigation Hotline portal.
This setting allows administrators to enable or disable the CAPTCHA challenge based on their deployment environment. Organizations operating in fully secure, internal network environments may choose to disable the CAPTCHA to streamline the data entry workflow for internal portal users. Environments that expose the Hotline portal publicly should retain the CAPTCHA to maintain security against automated submissions.
